Currently, the Mobile Editor doesn't offer a popup element with a Get Subscribers form, allowing visitors to join your mailing list.
As a workaround, you can create a mailing subscription popup on desktop and enable it for mobile as well. Once you do, you can edit the popup and optimize its layout following the steps here. 
Note:
While you can enable popups on mobile, Google defines these pop-ups as intrusive. Showing popups on your mobile site might negatively impact your SEO.
