This feature request is only relevant for forms in the Studio Editor.
Currently in the new Wix Forms, it's not possible to have different form layouts per breakpoint.
On the mobile breakpoint, the form is always shown in a single column layout.  
We are always working to update and improve our products, and your feedback is greatly appreciated.
