Wix and the Digital Services Act
Wix aligns with the European Commission’s efforts to address harmful content online. Since the DSA was enacted in July 2022, we’ve been committed to adhering to its guidelines.
Beyond meeting the DSA requirements, Wix continues to enhance user experience, expand control features, and strengthen transparency to further our mission of fostering a safe, positive, and empowering online community.
This transparency report includes data for content, users, and reporters from across the EU Member States. This report covers 12 months of data: from January 1, 2024 to December 31, 2024.
Wix policies
Wix’s Terms of Use binds users to various guidelines and policies regarding the content they create at Wix. These include our Content Guidelines and related policies, which explain what is and isn’t allowed at Wix. Together, we refer to these as “guidelines” or our “policies".
Content policies
Wix does not pre-approve the content of our users’ sites and may monitor them for security or safety reasons.
However, if we receive a valid notice justifying a site's removal - or decide that a user’s content is not in compliance with our Terms of Use and/or our guidelines - we reserve our right to act. This means removing any illegal and/or non-compliant content immediately; as appropriate, and as required by law.
Our policies prohibit the creation and publication of the content containing:
- Intellectual property infringements
- Adult and sexually explicit material used in abusive manners
- Spam
- Phishing
- Harmful technology
- Bullying, harassment and defamation
- Violence and hate speech
- Terrorist content
- Illegal and regulated goods and services
- Self-harm
We work hard to enforce our policies as we strive to maintain a free and secure environment for our users and their visitors. This includes using automated tools, manual review and a hybrid approach that combines elements, both to assess content, and to remove or block violating content
Additionally, we make sure to act upon the actions of repeating offenders and have a policy in place for multiple infringements caused by the same user.
Further, Wix has measures and protection against misuse in place. We hold accountable reporters of violating content who act in bad faith, as we strive to protect our users and their use of our services as a way to express themselves in a free and unbiased way.
If we learn that reports submitted by a specific reporter, via our internal notice and action system, are false or unlawful, we suspend the ability of such a reporter to submit notices via our support systems.
Besides enforcing Wix Content Guidelines, we hold in high regard applicable laws of the EU and its Member States. When we are made aware that specific content violates Wix guidelines, we take necessary action against it worldwide.
If we determine that content violates local law, but does not otherwise violate Wix’s guidelines or Terms of Use, we remove it in a specific jurisdiction by blocking it in the country or region at issue.
Law enforcement guidelines
Wix Law Enforcement Guidelines provides practical information for law enforcement agencies and other governmental entities that wish to obtain data held by Wix, or report any illegal content in accordance with an applicable law.
These guidelines are an informational resource only. They are not intended to preclude due process under the applicable laws in relation to the responses Wix provides in any particular case. Wix reserves the right to act in each individual case in accordance with the mandatory legal requirements applicable to us.
Before submitting any request to Wix.com, we ask that all law enforcement agencies read this policy to make sure they fully understand our practices.

Internal complaint handling system
Wix has an internal complaint handling system to process inquiries submitted in accordance with DSA requirements. The notices may be submitted by:
- Users residing in the EU
- Users residing outside of the EU about content accessible within the EU
- Trusted Flaggers appointed by the European Commission
If users or third-party complainants find any content or behavior of our services that they consider to be illegal, or in violation of Wix Content Guidelines, or of any other Wix Terms, they can report it via our content abuse forms.
The abuse forms are divided by types of infringing content users may encounter at Wix to ease the reporting process.
Our Policy Team reviews the report and takes relevant action in a timely manner. By using these forms, reporters consent to submit inquiries in good faith and not misuse any reporting or the appeals channel by making baseless reports or appeals.
In order to process the requests submitted via the abuse forms, the reporters are asked to provide as much detailed information as possible. This includes clearly defining the reported content by providing direct links of site pages where such content is located.
Additionally, reporters are expected to provide statements of reason why they believe Wix is required to act on a certain content, and clarify whether the report is based on a Member State law violation, or a Wix Terms of Use infringement.
Actions against illegal content and violations of Wix Terms
If users upload any content that violates an applicable law, Wix Content Guidelines, any other Wix Terms, or any other agreement between users and Wix that governs their use of any Wix services, we may, as appropriate and necessary, with or without notice:
- Warn the user
- Restrict the visibility of any infringing or violating content, including removal of or disabling access to such content
- Suspend, terminate or restrict monetary payments
- Suspend or terminate the provision of Wix services in whole or in part
- Suspend or terminate the user account
Detection and Enforcement
As described above, individuals may report content they believe infringes our guidelines or Member State laws. If we determine an infringement of our Terms, or an apparent violation of Member State laws, we act either via proactive or reactive measures.
Proactive measures
Based on the "Good Samaritan" provision outlined in the DSA, Wix undertakes voluntary investigations aiming to identify and act against illegal content. We do this by applying a combination of automated tools and human review to proactively moderate content created by our users. Prior to removing such detected content, we hide it and notify the affected user.
Our automated tools are designed to make our best efforts in trying to identify specific illegal content, or content that violates our terms and policies, such as:
- Child Sexual Abuse Material (CSAM): Once identified, our team of trained moderators reviews and, if necessary, takes action on suspicious content.
- Phishers and fraudster behavior: Based on specific patterns, we strive to identify accounts that have the purpose of conducting any form of web forgery. This includes publishing malicious websites, or tricking visitors into giving up sensitive information such as passwords, account details, or credit card numbers.
We apply the latest modelling methodologies and continuously review our automated decision models. We are constantly research new data and apply the latest technical breakthroughs which allow us to maintain or improve our performance to successfully detect infringing content.
To maintain and improve the quality of automated decision making tools, we evaluate the performance of specific machine learning models through offline analysis and online testing before setting them to production. We assess many metrics to determine the effectiveness of our automated decision making tools before and after launch. We constantly re-asses information and other relevant KPIs to continually identify areas for improvement.
Reactive measures
In addition, Wix employs the following reactive measures:
- Communication channels: Wix offers channels allowing both individuals and law enforcement agencies to report content that allegedly violates the law, and/or our terms and policies.
- Moderation: We provide ongoing training and support to ensure that our moderators have the necessary skills and knowledge to moderate content effectively.
As a general rule, we base our assessment and decision-making for content moderation on the specific content users have made available online via our hosting services. This includes information contained in any notices we receive. However, where appropriate, we may also consider actions and statements made outside of our services in order to maintain a safe and respectful environment for all our customers and our users’ users.

Wix's primary objective is to ensure the safety of our users and employees. All the actions outlined in this report are aimed at earning and maintaining our customers’ trust. We strive to improve online safety and to make the internet a better place.
Alongside our strong and proactive controls, we are constantly developing new tools and enhancing our technology to identify bad actors and illegal content, ensuring they are prevented from appearing at Wix.
We proactively tackle phishing and inappropriate content before users and their visitors ever face it. In cases where things fall through and are reported, we act as fast as possible to disable the content, hold infringers accountable, and use these occurrences to strengthen our future prevention and monitoring efforts.
We will continue to innovate and collaborate with industry partners and governments to improve consumer outcomes. Updates on our ongoing efforts, including those mandated by the DSA, will be shared every year through this transparency report.
